There is a special case that can happen among the deities, most Kai accept their roles as peaceful watchers over the galaxy and only step in when it's absolutely necessary, when they believe that the universe itself is at stake. They don't tend to mess or involve themselves in the matters of mortals, though this hasn't always been the case and there have been reported situations of Kai's getting involved with mortals, though mostly to guide them and help them for good causes which is usually overlooked and not seen as an offence, but the more young Kai's tend to have an uncommon attitude of needing to do something more hands on, more practical in terms of helping the mortals instead of just sitting back and letting them solve their own problems.
Usually most of these Kai's with such personalities get sorted out, that as time progresses and once they learn that mortals will always be mortals, their impatience and attitude of unable to just sit still sort themselves out in time, and eventually accept their role as a silent, watchful protector like the rest of the Shinjin.
Not Mamoru.
This one Kai ever since he was born had been grown with an odd personality compared to the laidback, peaceful Kai. He simply can't sit still and seems to have characteristics of warriors similar to that of the Saiyan race, but at the same time he can be patient and sophisticated but only when it suits him, otherwise he's known to always show an eccentric side towards helping mortals. The Kai's gave him time as any other case like this, believing that he'd grow out of this odd habit but it only grew worse, to the point that in his spare time, he started to train himself and learn techniques on his own that would've taken other Kai a few years to learn or get their hands on. He was learning combat prowess fast and a decision had to be made about what to do with him.
They gave him a choice, that he's allowed to travel the universe and experience the mortal universe for what it is but the deal is, he cannot reveal his deity origins. They gave him permission to use his Kai abilities should he need to, but if anyone asks, he's instructed to say that he's apart of an thought-to-be extinct alien race with unorthodox powers. The second part of this deal is that he needs to come to a conclusion in his adventure at some point as to whether or not he'd like to stay in the mortal universe, or return to his position as a peaceful Kai like the others. He was warned that if he decides on the former choice, his deity powers and status may be revoked depending on the circumstances that led him to the decision.
However, they made it very clear that the instant they get a hint of him falling down the wrong path, straying away from the righteous path as a Kai, they won't hesitate to call upon the destroyer to hunt him. He agreed to these terms and that's how Mamoru came to start exploring the universe as a Kai, living among the mortals in secret.
Personality:
With a heavy heart for mortals, Mamoru believes in doing everything he can to help them, even though he respects the older Kai for their wisdom, he doesn't see the logic in sitting back and doing nothing when they're tasked with ensuring the mortals safety. He trains himself and sometimes enjoys it along with sparring and battling others, but mostly because he wants to reach a level of power to where he can influence the galaxy in the right direction. He likes to show compassion to others in the hopes that they'll feel better about themselves, he tries to stick to his ideals and become a dependable person that other mortals can hopefully rely on.
Of course, even with his age he's considered "young" by the other Shinjin. He has an innate anger when he sees cruelty, injustice and the like and he hates seeing lives being wasted, as a general rule of thumb, he doesn't try to kill anybody no matter how evil they are as he believes if he ever gets to a point of killing somebody without even flinching, he's no better then the evil that plagues the galaxy. He isn't oblivious to this however and knows that one day, he may have to break that rule to permanently stop an undeniable threat but until then, he sticks hard to his "No Killing" ideal.

Example Roleplay:
A sudden gasp erupted from an unconscious Saiyan, his upper body had shot straight up just to be soon met with painful groans as he felt his wound just slightly stretch, forcing him back down on the ground. He took a few seconds to get over the pain to properly look over his surroundings... a dark cave with a campfire lit up not too far from the Saiyan, a few supplies were scattered around here and there around the campfire, as if whoever made this little hideout did so in a hurry. The Saiyan just laid there, confused and baffled as to how he ended up here. Soon enough, distant footsteps could be heard in the cave that came closer to the Saiyan's location, somewhat alerting him to try and get back up but no matter how hard he tried, he couldn't bring himself to do it.
The footsteps grew less distant and more closer with each passing second until visible clear white boots would be seen, met with a well-dressed outfit, the majority of it being black with red outlines and a golden button to the chest keeping the user warm. A black outfit is seen underneath which covered almost his entire body, except for his hands and head. The more notable aspect is his clear white hair and amber eyes, which soon brought attention to his purple skin. The Saiyan somewhat panicked at the sight but the alien just simply sat down by the campfire, as if he didn't care that the Saiyan is there. "How are your wounds? I wouldn't move around too much if I were you." the Saiyan soon pieced it together that this alien is one who brought him back to health and let out a sigh of relief, collapsing back to the ground.
The Saiyan simply stared at the alien, as if he still remained cautious despite what he's done. "The silent treatment, hmm? I suppose I shouldn't expect anything less from a Saiyan... not that there's anything wrong with you! I just heard your race can be... difficult to deal with sometimes." he's heard worse things, but that's about as lightly as he could put it. "Anyway... I was hoping you'd be awake, I've only stuck around here for as long as I have to keep you alive and my job's done. You should be able to move around properly by tomorrow morning, I left some supplies here so you have something to eat, drink and whatnot." he sat back up and patted himself off, giving a light smile to the Saiyan before giving a light chuckle. "And don't hurt yourself so badly again! I found you in pretty bad shape, I'd hate to come across your corpse." he said this in a rather light tone, so the Saiyan would know that he didn't mean anything threatening by that. He started to make his way out of the cave and simply flew on, fulfilling his duty.
